It depends on your current setup. If you have an existing, high traffic site, and have had issues with the site going down etc.. then cloud hosting is the obvious solution I guess.
Cloud hosting typically is about providing redundancy, so if your site goes down on a primary server then there are backups locations that take over. (or other flexable setups, like having parts of sites running on several locations).

But if you have a small business with a newer site, then vps is more suitable. It's easier to get running and generally less complicated. You might consider a shared hosting or semi dedicated if you don't want to "administrate" things yourself or don't need a really custom setup.

cloud hosting is a popular choice because of its affordability but your neighbor's spike in traffic could affect yours. if you're looking to vps it depends whether you need managed or unmanaged vps. which location are you looking to host?
